Tender
Department assists in the marketing and prequalification stages of potential projects and
then, with the Project Director of the relevant Business Unit, takes the lead in actively
managing the many diverse inputs required to assemble a competent, coordinated and
competitive tender.

integrates the required contributions for every tender from our Finance, Human Resources
and Legal Departments and ensures that the project knowledge gained at marketing stage is
passed on to all on the project team.
PECD
Construction has considerable expertise in tendering and executing all forms of
Construction Contract including traditional construct only; detailed design and construct;
concept design, price and construct; and engineer, procure, construct and commission.
After award,
the tender team formally hands-over all records and data from the tender stage to the
dedicated project team to ensure complete continuity in PECD Construction's
relationship with the client.

Costing and
Procurement Department has the twin responsibilities of ensuring project costs are
efficiently managed and effectively monitored and also of providing comprehensive
procurement services to project teams. |

| Project costs are
managed from tender stage by participation with the tender team in competitive pricing,
establishing the detailed costing and procurement procedures with Project Teams and then
monitoring project expenditure on a monthly and quarterly basis so that any potential
problems are monitored and fixed expeditiously. Our costing monitoring and control
procedures are an essential element of our service and through them, our clients can rest
assured that PECD Construction will deliver what was agreed for the price agreed. The Department serves all divisions of
PECD
Construction and orders in quantity, giving it the purchasing power to negotiate highly
competitive rates for construction materials. This gives PECD Construction an edge
during the tender process through its ability to deliver accurate pricing on the specified
materials rather than estimates which may later need to be adjusted. Passing on the
discounts to our tender rates is a key element of our ability to deliver the most
competitive tenders.
The Company sources a wide range of
construction materials including concrete products, reinforcement steel, structural steel,
timber and wall, and floor tiles. |

Contract
Department is staffed by experienced professionals who understand that, in spite of how
complex they have recently become, Construction Contracts are there to set out the rights
and responsibilities of clients and construction companies to each other and the
procedures by which the relationship is to be managed.
Our Contract
Department is involved in projects from tender stage when it carefully studies all the
tender documents to ensure that our tender team includes everything that the client
requires and to resolve any interpretation issues.
Contract
Department also prepares all standard documentation for PECD Construction's
subcontracts including Letters of Award, Subcontract Agreements, and Consultancy
Agreements.
After award of
projects, Contract Department ensures a Contract Manager is appointed to the project team
who will continually monitor potential contractual issues with the client and our
subcontractors.

Company's corporate culture and the constituent procedures define and coordinate every
aspect of the day to day business.
A Quality focus
has always been an essential element of the PECD Construction culture. In 2001
PECD
Construction became the First Construction Company in Malaysia to be certified to ISO
9001:2000.

continual improvement of the QMS and the integration of every aspect of our business into
the QMS is, absolutely vital to the Company's vision of constantly seeking excellence in
all our endeavours and our Mission to become the "Preferred Engineers, Constructors
and Developers".
The company's
next target is to achieve ISO 14001 accreditation and to develop a complete Integrated
Management System.
The Quality
Assurance Department serves to improve the corporate quality system and inculcate and
nourish a quality culture. The Department is responsible for establishing all aspects of
the Company's Quality Management System and ensuring that these are run in accordance with
the requirements of ISO 9001:2000. The Department ensures that each project has an
effective Quality Plan and competent and experienced Quality Managers and Engineers to
implement it, both on site and at off-site fabrication facilities or design offices.
PECD
Construction Quality Management Consultancy set up the Group's Corporate Quality
Management System and is responsible for overseeing implementation, maintenance and
renewal of certifications. In recent years the Consultancy has been engaged by a number of
leading International construction companies in South East Asia to provide similar
services for them - a significant acknowledgement of the excellence of
PECD
Construction's quality culture and systems. |

Planning

Planning Department |
|
| PECD
Construction's Planning Department and its committed professional staff are responsible
for effective management of planning, scheduling, monitoring and reporting functions at
tender stage and on project sites. Its role is critical to effective management of
PECD
Construction Projects. Planning Department commences its involvement with projects at
tender stage. The Planning Manager ensures method statements for elements of the work are
adequately resourced and programmed in the most time and cost efficient manner.
Prior to
commencement of a project, the Planning Manager ensures that suitably experienced Planners
are appointed and briefed on project requirements. The Planners then prepare the detailed
execution programme with the other members of the Project Team and usually with direct
input from the client. |
| Continuous and effective
monitoring of all elements of the Programme - including design, document production,
procurement, sample approvals, execution, commissioning and completion - is carried out by
the Planners throughout the project duration. PECD Construction Planning Teams
endeavour to always ensure potential issues are identified and resolved before they become
problems. |

This department provides management expertise in the engineering,
procurement, installation, testing, commissioning and maintenance of Mechanical,
Electrical, Plumbing, Instrumentation and Communication Services required for
PECD
Construction tenders and construction projects.
This expertise
is provided across a variety of business sectors including building, infrastructure,
power, water & waste water, and property development.
The
Department's scope of service is tailored to suit each project and it can participate from
Prequalification and Tender Stage through engineering, procurement, construction,
installation and commissioning. It has also provided maintenance services to completed
facilities. |

Health, Safety, Security and Environment Department (HSSE) |

PECD
Construction Management and Staff recognise the absolute importance to all stakeholders in
our projects of healthy, safe, secure and environmentally protected conditions at all our
sites.
PECD
Construction unequivocally accepts its obligations in accordance with the Occupational
Safety and Health Act and the Environmental Quality Act and enforces measures to safeguard
the health, safety and security of all involved and to protect the surrounding environment
from damage.

Construction's centralised HSSE Management is responsible for implementing, updating and
maintaining the Environmental Management System and the |

Occupational Safety and Health Management System in accordance with
the requirements of ISO 14001 and ISO 18001 standards as well as best local and
international practice.
At tender stage
for each project, HSSE Department assists the Project Director in assessing general,
specific and exceptional safety requirements for the project, both at site, on routes to
the site and at off-site fabrication facilities.
Prior to
project commencement, project specific Safety, Security and Health Plan and Environmental
Management Plan are developed with the Project Manager. These plans include for all
statutory, client specific and Peremba Construction requirements.
The HSSE
Manager ensures competent Safety and Health Officers and Environmental Officers are
assigned to each Project team and that Health, Safety, Security and Environmental
requirements are complied with by all parties to the project. |

Survey
Department provides surveying services supporting all the stages of construction projects,
from the initial site surveys used at tender stage and for planning, design and logistics
through to the final as built surveys of completed works.
During the
construction phase, Survey Department provides setting out services whether for
substructure works, casting or erection of the superstructure or providing line and level
for following finishing trades.
Throughout a
project's duration, the survey staff maintain a highly interactive approach within the
Project Team to seek solutions to problems of insufficient design data or complex geometry
to ensure these problems cause no delays in the works
The Department
also assists in verifying quantities during tendering for new projects and calculating
re-measured quantities for payment during ongoing construction works.
